William “Bill” Stockey received his Bachelor of Science and Juris Doctorate degrees from Pittsburgh’s Duquesne University. He has practiced in state courts in Pennsylvania, Ohio, West Virginia, Texas, California, New York, Iowa, Colorado, Florida, as well as Toronto, Ontario (Canada). He has also practiced in federal courts including the United States District Court for the Western District of Pennsylvania, the United States District Court for the Middle District of Pennsylvania, the United States District Court for the Eastern District of Pennsylvania, the United States Court of Appeals for the Third Circuit, the United States District Court for the Western District of Texas, the United States Court of Appeals Fifth Circuit (New Orleans), and the United States District Court for the Southern District of Florida. Suffice it to say that Bill has never shied away from a fight!

Bill was a partner of the firm Lewis and Stockey after graduating law school and remained there until 1997, when he joined Luke Kelly and founded Stockey & Kelly. As Senior Partner to the firm, Bill either handles as lead counsel or oversees all civil and criminal litigation. He has represented the criminally accused including high profile homicides and other serious crimes. He has represented hundreds of people charged with Driving Under the Influence, has represented the estates of people killed in accidents, and has handled myriad other criminal, civil and personal injury matters.

Bill maintains a busy civil calendar (State, Federal) representing persons injured, disabled, etc. resulting from personal injuries incurred as a result of various accidents in Western Pennsylvania.

Bill was a law clerk to Federal Judge Rabe F. Marsh and has worked as a Criminal Law and Procedures Instructor at the Pennsylvania Police Academy. A member of the Allegheny County Board of Arbitration, Bill has also received the respect of his peers through his appointment to the Fee Dispute Board of the Allegheny County Bar Association.
 
A personal note from Bill:
The success that I have enjoyed in a large part may be attributed to my taking ownership of sage advice received from Federal Judge Marsh when I clerked for him during law school: “The best lawyers are best because of preparation.” Preparation has enabled me to go about my profession without fear. What may appear to be a very large task when broken down is just a lot of smaller tasks stacked on top of each other. Every case is important to us. Luke graduated from Duquesne Law School in 1984, top 1/3 in his class. He was admitted to practice of Law in September of the same year. His practice has been focused on Family Court issues from the start. He has also worked for Allegheny County in various capacities beginning in 1980. Since 1986 he has been a part time Assistant County Solicitor. In that capacity he has worked primarily in Family Court as a Title IV-D child support advocate.   

Luke leads the family law practice and cases for the firm. He is assisted by Donald E. Jerich, ESQ, Associate and Mark B. Morrow who is of counsel to Stockey and Kelly. Both Attorneys Jerich and Morrow have well over 20 year experience in practice and also have focused on Family Court issues from the start.  

Luke sees the practice of law the same way he sees life: “Work hard, be prepared and tell the truth.” With respect to representation of clients typically in divorce and related matters he believes that, “It is critical to be accessible to a client. Phone calls must be returned. Cell phone number and email address as well as 24 hour land line access are necessary to insure that clients are not left alone confused, anxious and typically afraid.”

Typically clients want their case to move efficiently and promptly. We agree: “A great deal of my time is dedicated to the measurement and division of the marital estate. The acquisition of data necessary to identify and measure assets and liabilities starts at the beginning of representation. The case is not “ripe” to resolve through agreement or litigation until the marital estate is identified and measured.”
Luke has also represented 100’s of Mothers, Fathers, Grand Parents and third Parties in custody litigation. Typically these cases settle with the help of the Judge, Court appointed psychologists and/or thoughtful analysis. “It is best for children to not be placed into custody litigation as parents tend to parent poorly while in litigation. Therefore, it is critical to work with opposing counsel to refine issues and locate common ground. Any attorney who defines him or herself as a “shark” in a custody context should be put out to sea.” 

Attorney Kelly does not charge a fee for an initial consult unless he is hired. He has found that this approach is better for potential clients to insure that they are not pressured into representation. He insists that the potential client not sign the fee agreement letter at the initial consult, and, instead that they take the agreement home and think it over carefully. “Let’s make sure you feel a good fit.”
